<br />-' <br /> <br />feet or less would not limit the provision of flows identified for the recovery of these fish, <br />and are not likely to jeopardize the endangered fish species or result in destruction or <br />adverse modifications of their critical habitat. <br /> <br />. <br /> <br />Recreation <br />The proposed action took into account the potential for adverse effects of drawdown to <br />the Park.; some water related facilities which had been identified in the conceptual plan <br />were or may still be eliminated trom the proposed action. <br />The proposed action would rehabilitate recreational facilities at the Park and provide a <br />better experience for those people using the park, and help protect cultural and natlIral <br />resources. <br />Reservoir fluctuations could adversely affect the water based recreation in Colorado. <br />With as little drawdown as 20 feet from normal, the Arboles boat ramp/marina cove <br />channel begins to narrow and boating congestion begins to increase; the further the <br />drawdown the greater the congestion, particularly on weekends and holidays. At 50 feet <br />below normal about half the mooring lines in the mooring cove have been lost. With 85 <br />feet of drawdown both the boat ramp/marina and the mooring cove in Colorado have no <br />water. However, the boat ramp continues to provides reservoir access to about I 10 feet <br />below normal. <br />Proposed management actions regarding the marina/mooring concession would help <br />reduce some of the congestion at the boat ramp/marina cove. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Cultural Resources <br />. Proposed action was designed to avoid and help protect National Register eligible sites. <br />Colorado SHPO has concurred with Reclamation's "No Historic Properties Affected" <br />determination. <br />. Provisions ale in place to protect eligible sites that may be discovered during planning <br />and construction. <br />. The plovisions in Reclamation's March 16,2000, letter to the Colorado SHPO will be <br />followed. <br /> <br />Indian Trust Assets <br />. The proposed action would not adversely affect Indian Trust Assets. <br />. Reclamation and State Parks must obtain approval from the Southern Ute Indian Tribal <br />Council prior to construction of any recreational facilities on fonner SoutheI Ute Indian <br />Tribal lands (in portions of areas G, J and K). <br /> <br />Environmental Justice <br />. No adverse impacts anticipated, plus the anticipated increase in Park visitation may <br />increase tourism benefits to the Southern Ute Indian Tribe and the nearby towns. <br /> <br />Public Involvement and Consultation/Coordination with Other Al!encies <br /> <br />Reclamation met with the public, various organizations, and government agencies in 1994 while <br /> <br />001310 <br />
