Avoidance of suitable SW willow flycatcher breeding/nesting habitat during development <br />and construction. <br />7. Any proposed construction activity within 100 yards of suitable habitat as identified in <br />the EA, would be conducted outside of the SW willow flycatcher's migration and nesting <br />periods, unless current year surveys reveal no willow flycatcher use of the suitable_ <br />habitat. <br />8. Require contractors to use Best Management Practices during construction to reduce <br />potential soil erosion or water pollution. <br />9. Avoid disturbance to and protect National Historic Preservation Act eligible cultural sites <br />through standard avoidance and protection measures. Work with Colorado State Historic <br />Preservation OfficeI to develop and implement additional mitigation actions and data <br />recovery. <br />10. When determined necessary by Reclamation. surface disturbing activities would be <br />monitored by a qualified person approved by Reclamation. <br />II. If any cultural resources are discovered, construction activity at that location shall cease <br />while the resources are evaluated for their significance. Construction may not resume <br />_ until authorized in writing by Reclamation and additional mitigation may be required. A <br />stop work clause to this effect would be included in all construction contracts. <br />12. Reclamation would continue to support and participate in the San Juan Endangered Fish <br />Recovery Implementation Program. <br />13. Provide design flexibility for facilities, buildings, and other features to avoid impacts to <br />known cultural resource sites and other sensitive resources. <br />14. Avoid wetlands and riparian areas during development and construction of recreation <br />facilities to the greatest extent feasible. Where wetlands or riparian areas cannot be <br />avoided, Reclamation and State Parks would mitigate impacts through replacement or <br />enhancement of similar features in accordance with federal regulations. <br />15. Define public use areas to help protect and reduce impacts to the natural resources of the <br />area. This will include locating facilities outside of sensitive areas, defining and <br />restricting use within sensitive areas, closing user-generated trails and roads, and <br />increasing education and law enforcement efforts. <br />16. Provide interpretation of some artifacts and cultural resource sites. <br />17. Complete additional cultural Iesource surveys and Section 106 of the National Historic <br />Preservation Act consultation as necessary to accommodate design refinements (e.g. <br />hikelbike trail, borrow areas, etc.). <br />18. Acquisition and compliance with the necessary federal permits to complete the proposed <br />actions. <br /> <br />nn1Tln'" <br />
