Public Issues <br /> <br />The major broad issues identified through public involvement represent the public concerns <br />expressed for the management of the East River Unit. The issues are: <br /> <br />To what extent will the Land Management Pl an a ffect the ex i sti ng scenic qua 1; ti es and <br />open space in the East River Unit. <br /> <br />How many additional acres should be included in Wilderness classification. <br /> <br />To what extent will land ~anagement programs affect social and economic patterns of the <br />East River Unit relative to community stability and seasonal employment. <br /> <br />To what extent could local government exercise their jurisdiction over develop- <br />ment on private lands which may result from implementing the East River Unit Manage- <br />r.Jent Plan. <br /> <br />To what extent must critical big ga~e winter range be protected to retain its resource <br />value. <br /> <br />To what extent should downhill skiing development contribute to the economic and <br />recreational opportunities in the East River Unit. <br /> <br />To what extent wil 1 the land management plan impact tne local ranching economy. <br />How ~any miles of the 4-wheel drive routes will satisfy the need for that type of <br />recreation use. <br /> <br />How much access to public lands is necessary to satisfy public needs and maintain an <br />overall quality experience. <br /> <br />To what extent will implementing the land management plan affect the existing air and <br />water quaiity in the East River Unit. <br /> <br />- To what extent must existing research and educat1.onal activities and programs be pro- <br />tected so as to retain their value. <br /> <br />What level of control. under existing laws and regulations. is necessary to make mineral <br />exploration and development enVironmentally compatible with the management direction set <br />in the East River Land Use Plan. <br /> <br />To what extent will cultural and historic sites be protected in resource management <br />planning. <br /> <br />7. East River Unit Goal s <br /> <br />Goals 1. through 8. as stated below were taken from the Draft Environmental Statement <br />published December 16. 1975. Subsequent public response to the Oraft Statement and <br />additional public involvement have verified these original goals and have also iden. <br />tified a ninth goal to be considered in the management direction for the East River Unit. <br /> <br />1. Aid local govern~ental entities in implementing regulations for orderly development <br />and protection of environmental quality. <br /> <br />2. ~laintain a diversity of uses on ~lational Forest lands which enhances county, State. <br />and National goals including orderly economic growth and development emphasizing <br />recreation, education, agriculture, and mining. <br /> <br />3.
