I
I
I

also divert all waters produced under the DWB Eagle-Colorado
".:project, Water would be pumped at a variable rate determined by
'. ;1;tream flow and at an average head of 450 feet to the proposed
Wolcott Reservoir for storage and regulation.

b, The Wolcott Reservoir in Sections 2, 3, 4, 9, and 10, T own-
ship 4 South, Range 83 West and Sections 27, 33, 34, and 35,
Township 3 South, Range 83 West, Eagle County, Colorado. The
reservoir would be located on Alkali Creek, a tributary to the
Eagle River. It would have a high water elevation of 7,440 and a
storage capacity of 350,000 acre-feet of water. The dam crest
would be at elevation 7,450, and its maximum height above
stream bed would be about 410 feet.

I
I

I

c. A low pressure gravity tunnel or conduit extending easterly
from Wolcott Reservoir to Wolcott Pumping Station.

I

d. Wolcott Pumping Station on Ute Creek in Section 11, Town-
ship 4 South, Range 83 West, 6,700 feet east of Wolcott Reser-
voir. This would be a 200 mgd station and would lift water at
an average pumping head of 2,270 feet and average rate of 150
mgd through a tunnel to Dillon Reservoir.

I

I
I

e, From the pumping station, a high pressure tunnel extending
easterly 16,500 feet to elevation 9,200, At this point, the
tunnel would surface in a surge chamber and become a gravity
tunnel; thence, extending easterly an additional 145,800 feet to
discharge to Ten Mile Creek, tributary to the DWB Dillon Reser-
voir. Total length of low pressure, high pressure and gravity
tunnel and/or conduit would be 32 miles.

I
I

._.,1
l..,f. All costs would be shared by DWB and the Cities on the
."tJasis of prorated use, The division would be approximately 38
c;lper cent to the Cities for the pumping plant on the Eagle River
and 24 per cent fo< the dam and reservoir, Wolcott Pumping
Station, and tunnels.

I
I

10. Eagle-Arkansas Division
Exhibit 3 shows a preliminary study diversion system layout

prepared by the Cities for the Eagle-Arkansas Division which is
outside the Project Area. This layout was used as the basis for
cost estimates presented under Plans A, B, C, and D for develop-
ment of the Eagle-Arkansas Division.

Subsequent re-evaluation of the preliminary plan and cost esti-
mates have determined that there would be appreciable additional
costs in connection with development although they are omitted
at this time as they do not alter the relative evaluations and
findings of this study and report.

Under Plans A, B, C, and D, it is expected the Eagle-Arkansas
Division would be a separate future project and would not be
constructed concurrently with Phase 2 of the Homestake Divi-
sion which is in the Project Area. For economic evaluation of
the alternative plans presented herein, it was necessary to con-
sider the cost effect of Eagle-Arkansas Division development
upon the total costs for each plan. For this purpose it was
assumed the Eagle-Arkansas Division would be developed concur-
rently with Phase 2 of the Homestake Division. Because of
expected inflation and other factors, this premise would cast the
most favorable economic light on Eagle-Arkansas development
and provide its optimum comparison to other alternative plans.
As shown on Table 1, Plan F-2 is the most favorable economic
choice even with this handicap. As development of the Eagle-
Arkansas Division is more distantly projected, its cost differential
becomes greater even without consideration of probable other
additional costs omitted from the estimates previously discussed.

Under Plans E, F, F-1, and F,2, the entire collection system
shown on Exhibit 3 would be replaced by the diversion structure
on the Eagle River and pipeline to Red Cliff or Iron Mountain
Reservoir as shown on Exhibit 2 for the various plans. Under
Plan G, the entire collection system would be similarly replaced
by the Eagle River diversion and other facilities near Wolcott as
shown on Exhibit 1.

As construction of the Eagle-Arkansas Division (Exhibit 3) works
is considered a remote possibility and, in effect, is a separate

21
