<br />ship 4 South, Range 83 West and Sections 27, 33, 34, and 35,
<br />Township 3 South, Range 83 West, Eagle County, Colorado. The
<br />reservoir would be located on Alkali Creek, a tributary to the
<br />Eagle River. It would have a high water elevation of 7,440 and a
<br />storage capacity of 350,000 acre-feet of water. The dam crest
<br />would be at elevation 7,450, and its maximum height above
<br />stream bed would be about 410 feet.

<br />c. A low pressure gravity tunnel or conduit extending easterly
<br />from Wolcott Reservoir to Wolcott Pumping Station.

<br />d. Wolcott Pumping Station on Ute Creek in Section 11, Town-
<br />ship 4 South, Range 83 West, 6,700 feet east of Wolcott Reser-
<br />voir. This would be a 200 mgd station and would lift water at
<br />an average pumping head of 2,270 feet and average rate of 150
<br />mgd through a tunnel to Dillon Reservoir.

<br />e, From the pumping station, a high pressure tunnel extending
<br />easterly 16,500 feet to elevation 9,200, At this point, the
<br />tunnel would surface in a surge chamber and become a gravity
<br />tunnel; thence, extending easterly an additional 145,800 feet to
<br />discharge to Ten Mile Creek, tributary to the DWB Dillon Reser-
<br />voir. Total length of low pressure, high pressure and gravity
<br />tunnel and/or conduit would be 32 miles.

<br />10. Eagle-Arkansas Division
<br />Exhibit 3 shows a preliminary study diversion system layout
<br />
<br />prepared by the Cities for the Eagle-Arkansas Division which is
<br />outside the Project Area. This layout was used as the basis for
<br />cost estimates presented under Plans A, B, C, and D for develop-
<br />ment of the Eagle-Arkansas Division.
<br />
<br />Subsequent re-evaluation of the preliminary plan and cost esti-
<br />mates have determined that there would be appreciable additional
<br />costs in connection with development although they are omitted
<br />at this time as they do not alter the relative evaluations and
<br />findings of this study and report.
<br />
<br />Under Plans A, B, C, and D, it is expected the Eagle-Arkansas
<br />Division would be a separate future project and would not be
<br />constructed concurrently with Phase 2 of the Homestake Divi-
<br />sion which is in the Project Area. For economic evaluation of
<br />the alternative plans presented herein, it was necessary to con-
<br />sider the cost effect of Eagle-Arkansas Division development
<br />upon the total costs for each plan. For this purpose it was
<br />assumed the Eagle-Arkansas Division would be developed concur-
<br />rently with Phase 2 of the Homestake Division. Because of
<br />expected inflation and other factors, this premise would cast the
<br />most favorable economic light on Eagle-Arkansas development
<br />and provide its optimum comparison to other alternative plans.
<br />As shown on Table 1, Plan F-2 is the most favorable economic
<br />choice even with this handicap. As development of the Eagle-
<br />Arkansas Division is more distantly projected, its cost differential
<br />becomes greater even without consideration of probable other
<br />additional costs omitted from the estimates previously discussed.
<br />
<br />Under Plans E, F, F-1, and F,2, the entire collection system
<br />shown on Exhibit 3 would be replaced by the diversion structure
<br />on the Eagle River and pipeline to Red Cliff or Iron Mountain
<br />Reservoir as shown on Exhibit 2 for the various plans. Under
<br />Plan G, the entire collection system would be similarly replaced
<br />by the Eagle River diversion and other facilities near Wolcott as
<br />shown on Exhibit 1.
<br />
<br />As construction of the Eagle-Arkansas Division (Exhibit 3) works
<br />is considered a remote possibility and, in effect, is a separate
<br />
