I
I

Valley to supply the pumping station under 4.d.

Dam. Plan E includes:

d. A 300 mgd pumping station in Homestake Valley located at
the southern terminus of the pipeline in 4-b. Gravity flow from
Cross, Fall and Peterson Creeks would be pumped directly into
Homestake Reservoir through the pipeline described under 4-e.
Pumping head would be 1,300 feet. As no storage is provided
under this plan, the pumping rates would necessarily vary from
20 to 300 million gallons per day (mgd) to match stream runoff
rates and permit direct pumping to Homestake Reservoir. Power
demand charges could be significant because of poor load factor
under these diversion conditions, It is also improbable that com-
plete diversion of allocated waters could be accomplished.

a. A tunnel from Homestake Valley, beginning near the center
of Section 30, Township 6 South, Range 80 West, extending
northwesterly 24,000 feet, passing beneath Fall Creek and Peter-
son Creek and terminating below Cross Creek Valley at elevation
9,100. Riser shafts and diversion facilities would be provided at
Fall, Cross, and Peterson Creeks, The diversion point on Cross
Creek would be downstream of the mouths of West and East
Cross Creeks and would permit all diversion from Cross Creek to
be made at one location.

I

I
I
I

e. A 78 inch pipeline beginning at the pumping station and
extending in a southwesterly direction up Homestake Valley
12,500 feet, thence northwesterly 4,500 feet and connecting to
the northern terminus of the Fancy-French conduit.

b. A 78 inch gravity pipeline connecting at the downstream
portal of the tunnel in 5-a, and extending 11,000 feet southerly
to the reservoir in 5-d.

I

f. A 54 to 60 inch pipeline commencing near the inlet of the
Missouri Tunnel and paralleling the existing Fancy-French grav-
ity conduit 10,500 feet in a northerly direction and connecting
to the pumped water pipeline under 4-1'1.

c, A diversion structure on the Eagle River near the southeast
corner of Section 4, Township 7 South, Range 80 West. From
the diversion structure, a 48 inch gravity pipeline would extend
12,500 feet westerly to a point upstream of the dam in 5-d.
These facilities would divert the Cities allocations under the
Eagle-Arkansas Division of the Homestake Decrees.

I

I
I

I

Plan E is similar to Plan D, except that the water is stored in a
new reservoir before it is pumped to Homestake Reservoir. Con-
struction of the new dam and reservoir would require an agree-
ment with the CRWCD for use or purchase of prior filings for
the Iron Mountain Dam and Reservoir under the Red Cliff Project.
The actual dam s;te under the Red Cliff Project is in Section 30,
Township 6 South, Range 80 West as described under Plan F.
Under Plan E, the dam site would be moved to Section 6,
Township 7 South, Range 80 West and designated the Red Cliff

d. Red Cliff Dam on Homestake Creek in the northeast quarter
of Section 6, Township 7 South, Range 80 West, with crest
elevation 9,010, Red Cliff Reservoir impounded by the dam would
extend through Sections 6 and 7, Township 7 South, Range 80
West and into Sections 12 and 13, Township 7 South, Range 81
West. . Reservoir water surface would be elevation 9,000 and
storage volume 55,000 acre feet, Construction of the reservoir
would require the construction of 3.4 miles of new road along
the shore line of the new reservoir for access to the Homestake
Valley.

g. A pipeline and other facilities to collect Eagle-Arkansas
Division water as described under l-f.

5.
