The result of those conferences has been an agreement ameng the parties pursuant to which the respective rights have been [;8t forth and the basis of an amicable settlement declared. "2. It is further stipulated qnd agreed by and between the parties to this cause that they and each of them recognize the rights to the use of water and priorities set forth in the Final Judgment and Fil1al Decree in these cases. "3. It is further stipulated and agreed by and beh.reen the parties to this cause that the City and County of Delwer and the City of Colorado Springs are in need of adequate suppl:i.es of water for municipal purposes both present and future. Likewise recognized by the padies is that the l31ue River constitutes a source of supply to which each nmst look in the future if the respective tnunicipaliU.es are to re,:.ch their greatest potential. "4.
