Puroose

As State conservationist for the soil conservation service
(SCS), I am the Responsible Federal Official (RFO) for all
SCS activities in Nevada.

The Recommended Plan for the Moapa Valley unit proposes
installing improved irrigation systems and irrigation water
management on 4,860 acres of irrigated land and improving
the delivery system to 2,690 acres in the Moapa Valley to
reduce salinity in the Colorado River.

section 201(c) of the Colorado River Basin Salinity Control
Act (Public Law 93-320) directs the Secretary of Interior,
the Administrator of the Environmental Protection Agency
(EPA), and the Secretary of Agriculture to coordinate their
activities for salinity control in the Colorado River Basin.
A memorandum of agreement between the Bureau of Reclamation
(Reclamation) and the SCS further defines the responsibil-
ities of SCS in the salinity studies.

A report entitled "Salinity Control and Environmental
Assessment, Moapa Valley Subevaluation unit, Nevada" was
completed in 1981. From this report it was determined that
an Environmental Impact Statement (EIS) on the Moapa Valley
Unit would be required.

II. Measures to Comolv with National Environmental policies

This USDA project has been planned in accordance with
existing federal legislation covering the preservation of
environmental values. The EIS
is also consistent with the objectives of federal water
resources legislation and executive orders. Specifically,
recommendations for wetlands were developed consistent with
Presidential Executive Order 11990.

On May 17, 1977, Reclamation and SCS published the Colorado
River Water oualitv Imorovement Proaram Final Environmental
Statement. The SCS prepared an Environmental Assessment for
the Moapa Valley unit of the Colorado River Salinity Control
Program in 1981 based on the Colorado River Water Oualitv

C'02661
