<br />. <br /> <br />. <br /> <br />RECORD Of DECISION <br /> <br />COLORADO RIVER <br />SALINITY CONTROL PROGRAM <br />FOR <br />MOAPA VALLEY UNIT <br />CLARK COUNTY <br />NEVADA <br /> <br />I . Puroose <br /> <br />As State conservationist for the soil conservation service <br />(SCS), I am the Responsible Federal Official (RFO) for all <br />SCS activities in Nevada. <br /> <br />The Recommended Plan for the Moapa Valley unit proposes <br />installing improved irrigation systems and irrigation water <br />management on 4,860 acres of irrigated land and improving <br />the delivery system to 2,690 acres in the Moapa Valley to <br />reduce salinity in the Colorado River. <br /> <br />section 201(c) of the Colorado River Basin Salinity Control <br />Act (Public Law 93-320) directs the Secretary of Interior, <br />the Administrator of the Environmental Protection Agency <br />(EPA), and the Secretary of Agriculture to coordinate their <br />activities for salinity control in the Colorado River Basin. <br />A memorandum of agreement between the Bureau of Reclamation <br />(Reclamation) and the SCS further defines the responsibil- <br />ities of SCS in the salinity studies. <br /> <br />A report entitled "Salinity Control and Environmental <br />Assessment, Moapa Valley Subevaluation unit, Nevada" was <br />completed in 1981. From this report it was determined that <br />an Environmental Impact Statement (EIS) on the Moapa Valley <br />Unit would be required. <br /> <br />II. Measures to Comolv with National Environmental policies <br /> <br />This USDA project has been planned in accordance with <br />existing federal legislation covering the preservation of <br />environmental values. The EIS was prepared consistent with <br />all national goals and policies, particularly those <br />expressed in the National Environmental Policy Act. The EIS <br />is also consistent with the objectives of federal water <br />resources legislation and executive orders. Specifically, <br />recommendations for wetlands were developed consistent with <br />Presidential Executive Order 11990. <br /> <br />On May 17, 1977, Reclamation and SCS published the Colorado <br />River Water oualitv Imorovement Proaram Final Environmental <br />Statement. The SCS prepared an Environmental Assessment for <br />the Moapa Valley unit of the Colorado River Salinity Control <br />Program in 1981 based on the Colorado River Water Oualitv <br /> <br />C'02661 <br />
