Conclusion <br /> <br />The program of t.he Bureau of Reclamation is based on knowledge <br />acc\Dllulated over the past 20 years. Upon this foundation we are <br />building a structure to span the chasm between dre8ID and reslit.y. <br />Present activities are little more than a beginning; we are finding <br />as many new questions as we are answers. But. it. is our aim t.o <br />strengthen t.he theoretical foundation and to proceed aggressively <br />toward the goal of practical application of weather modification <br />knowledge as repidly as is consistent with good scientific and <br />er€ineering practices. <br /> <br />Our program is an evolving one with flexibility deliberately built <br />in so as to permit changes when indicated by subsequent learning <br />wherever it occurs. The Bureau of Reclamation is not alone in <br />weather modification research. Other Government. agencies, and a <br />few non~government groups such as power companies, have active <br />pr~rams in thiB field. Much of the basic research has been, and <br />is, sponsored by the National Science Foundation through grants <br />to universities and other groups. <br /> <br />It is the Bureau's policy to make the most prudent use possible of <br />the taxpayer's money. The Bureau has sought cooperation from <br />universities not only because of the availability of high caliber <br />scientists with a broad spectrum of interest, but also because we <br />nnt to create an atmosphere for learning. We are add~ to the <br />supply of trained minds by encouraging the participation of graduate <br />students. Many of the anf'wers to our questions will come from <br />people who have not yet completed their formal education. <br /> <br />Private meteorologists, engineers, and consultants are participating <br />because they represent proven ability in their particular areas of <br />activity. Many of the advancements in cloud seeding know-how have <br />come from the private sector. <br /> <br />While the major portion of the effort has been directed at the <br />atmosphere. sOCiO-eCODOlPics has not been overlooked. Even the <br />effect of weat.her modification on Indian ceremonial dances has been <br />looked at. Application of the results of the p~ram hopefully will <br />provide greater employment and a strengthened economic position. <br /> <br />The purpose of the Bureau of Reclamation's Atmospheric Water Resources <br />Program, simply stated, is to put more water on the ground where it <br />can be used. Our program is going to produce results. These results <br />will be translated into action. Perhaps not everyone will be happy <br />. with more precipitation, but ss one Arizona rancher is reported to <br />have said after a heavy rein washed out his road, "You go right on <br />seed in I them clouds .. .. .. I can always put in 8 new road!" <br /> <br />17 <br />
