<br />00J5,)5 <br /> <br />DEFINITIONS FOR APPENDIX I <br /> <br />DISCOUNT RATE <br /> <br />Rate at which projects should be <br />discounted in plan formulation <br />and evaluation. <br /> <br />Under 7 Percent: <br /> <br />Those that wanted a lower <br />discount rate. <br /> <br />7 Percent: <br /> <br />As proposed in the Principles <br />and Standards. <br /> <br />Over 7 Percent: <br /> <br />Those that wanted a higher <br />discount rate. <br /> <br />RETROACTIVE APPLICATION OF THE PRINCIPLES <br />AND STANDARDS <br /> <br />All Projects Immediately: All projects should be subject to <br />all provisions of the Principles <br />and Standards regardless of when <br />they were authorized or funded. <br /> <br />As Proposed: As proposed in the Principles <br />and Standards. <br /> <br />Extend Grace Period: Five-year review provision is <br />too short. The grace period for <br />application of the Principles and <br />Standards to authorized projects <br />should be extended to at least <br />10 years or more. <br /> <br />Oppose Retroactive Coverage: Presently authorized projects <br />should not be subjected to or <br />reviewed under the Principles <br />and Standards. <br /> <br />ENVIRONMENTAL QUALITY OBJECTIVE. <br /> <br />Top Priority: <br /> <br />Environmental Quality Objective <br />should be given top priority in <br />natural resource planning and <br />all other planning objectives <br />should be subordinate thereto. <br /> <br />3 <br />
