.

000811

Nonstructura~ floodplain management measures to eliminate hazardous
land uses include the preparation and implementation of
subdivision and zoning regulations for floodplain areas.
Local governments have the responsibility to adopt and enforce
these regmlations to assure that development in floodplain
areas is properly designed and protected.

For persons already owning property in the floodplain, there is
protection available in the form of flood insurance. This
Jnsurance can cover the cost of damages to property and contents.
-~here are 327 incorporated counties, cities, and towms in
Colorado that can qualify for flood insurance in the National
Flood Insurance .Program. These communities comprise 95 percent
of the state's population. There are 199 countmes, cities, and
towns currently enrolled in the National Flood Insurance Program.
There are also 76 counties, cities, and towns not enrolled in
the program that have local floodplain conditions that warrant
such enrollment. There are 52 cities and towns not currently
enrolled in the program and these communities do not have suff-
icient flood hazards to require such enrollment.

Finally, communities can assure that they are ready if a flood
does occur by having emergency preparedness plans detailing
information, evacuation, and recovery steps to be taken before,
during, and after a flood disaster. The State can assist local
governments in preparing such plans.
