Department of Interior <br /> <br />!:.- <br /> <br />~ <br />. <br /> <br />1-., <br />I, <br /> <br />This Environmental Impact Statement analyzes the environmental consequences of <br />the allocation of waters and water service contracting for supplies developed <br />by the Central Arizona Project (CAP), a multipurpose water project which will <br />deliver water for irrigation and municipal and industrial uses in central and <br />southern Arizona, and by exchange to users in western New Mexico. Through a <br />system of pumping plants, canals, dams, and reservoirs, the CAP will deliver <br />Arizona's remaining entitlement of Colorado River water. The Secretary of the <br />Interior has the sole and legal responsibility for allocating CAP waters. One <br />hundred and thirty-four potential users in three categories have been <br />identified: 87 municipal and industrial water users; 35 non-Indian <br />agricultural users; and 12 Indian tribes. The CAP was originally conceived of <br />as basically an agricultural project, but project purposes have evolved to <br />reflect rapid urban growth in central Arizona as well as an increased <br />awareness of Indian needs. Six alternative allocations have been developed <br />which reflect these needs in various degrees: 1) the No Action Alternative, <br />which would allocate water based on the philosophy in place at the time of the <br />authorizing act in 1968; 2) the Kleppe Allocation with the 1981 State <br />Recommendations; 3) the Andrus Allocation with the 1981 State Recommendations; <br />4) the Andrus l~odified for t~&I Use; 5) the Andrus Modified for Indian Use; and <br />6) the Agency Proposed Action with 1982 State Recommendations.
