PUBLIC INVOLVEMENT PLAN <br /> <br />This public involvement plan is aimed specifically to the Wild and Scenic <br /> <br /> <br />River Study. Public involvement efforts for the Elk - Yampa Planning Unit <br /> <br /> <br />will be separate but coordinated with this study. The State and Forest <br /> <br /> <br />will be full partners in the public involvement for the Wild and Scenic <br /> <br /> <br />River Study. <br /> <br />~ <br /> <br />A. Objectives <br /> <br />1. To inform interested and affected groups and individuals of <br /> <br />scientific. social, environmental. economic and legal factors <br /> <br />that relate to the issue of the Elk River. <br /> <br />2. To involve the interested persons and organizations to provide <br /> <br />information. comments and points of view that will aid and <br /> <br />strengthen recommendations of the study. <br /> <br />3. To provide opportunities for the public to voice concern with <br /> <br /> <br />C'~' management of lands adjacent to the river corridor and within <br /> <br /> <br />the Elk - Yampa Planning Unit. <br /> <br />B. Situation and Assumptions <br /> <br />1. The Elk River Study has significant interest to State. regional <br />and local publics. <br /> <br />2. The major concerns will be on the lower six miles of stream where <br /> <br />landownership is private. <br /> <br />3. Private landowners are concerned that the government will condemn <br /> <br />their land or severely restrict their uses. <br /> <br />1547 <br />
