<br />strive for consensus conclusions and recommendations.

<br />Individual roles are:
<br />
<br />Water Resource Specialist, Colorado
<br />Water Conservation Board, is the Team leader for the
<br />State. He is responsible for completion of the study and
<br />seeing that the study plan is followed, data is collected,
<br />analyzed, evaluated and the public is involved. He will
<br />select a proposed alternative and prepare the preliminary
<br />
<br />draft study report for review by the U.S. Forest Service.
