To prepare a report that will make a recommendation to the <br /> <br />President on a management direction for the river and its immediate <br /> <br />environment based upon 1) the river's eligibility for inclusion <br />into the National System, 2) an environmental economic and social <br />evaluation of the alternatives and 3) public input. Preliminary <br />Management direction will be included in the report, in addition to <br />the estimated costs of acquiring necessary easements 'and adminis- <br />trative costs. <br /> <br />IV. . OVERALL SCOPE OF THE STUDY <br /> <br />The study will consider the segment of the Elk River authorized for <br /> <br /> <br />study by Congress. The study area will include the Elk River drainage <br /> <br />above Clark.
