E. To prepare a report that will make a recommendation to the

President on a management direction for the river and its immediate

environment based upon 1) the river's eligibility for inclusion
into the National System, 2) an environmental economic and social
evaluation of the alternatives and 3) public input. Preliminary
Management direction will be included in the report, in addition to
the estimated costs of acquiring necessary easements 'and adminis-
trative costs.

IV. . OVERALL SCOPE OF THE STUDY

The study will consider the segment of the Elk River authorized for

study by Congress. The study area will include the Elk River drainage

above Clark. The specific river corridor under study will include one-

quarter mile strips of land along either side of the river or lan1~

within line-of-sight from the river, whichever is greater.

The study is to be completed by January 1978 and included in.a Draft

Environmental Statement to be filed with the Council on Environmental

Quality in February 1978.

1he management direction proposed for adjacent areas in the Elk - Yampa
Planning Unit will be coordinated with the proposed alternative for the
Elk River.
