<br />. <br /> <br />o <br />o <br /> <br />. <br /> <br />. <br /> <br />expenditure experience to date and the technical ability to actually implement these efforts through <br />the Salinity Control Program, <br /> <br />Federal Programs <br /> <br />Overview <br /> <br />~ <br />o <br /> <br />Major components of this Review's plan of implementation are the federal programs, <br />Table 4-1 summarizes the salinity control achieved by the federal participants under the original and <br />current authorities and the salinity control measures which must be implemented in order to meet <br />the goal of approximately 1.48 million tons of salt load reduction annually through 2015, <br /> <br />The involved federal agencies, working in close cooperation with the Forum, have identified <br />salinity control measures that have been and may be implemented, The collective efforts of <br />Reclamation, the USDA, and the BLM are identified and summarized in Table 4-2, <br /> <br />It should be recognized that over time some ofthe salinity control measures now in the plan <br />of implementation might not remove all ofthe projected salt, and the costs of removal may increase, <br />Other salinity control measures would then be implemented to maintain the numeric criteria while <br />the Basin states continue to develop their compact-apportioned waters, <br /> <br />The following sections briefly describe Reclamation's, USDA's, BLM's and EP A's activities <br />which constitute the federal portion ofthe recommended plan of implementation, <br /> <br />ReclamationlUSDA Units <br /> <br />Since the original salinity control act p~sed in the 1970's, Reclamation's and USDA's <br />participation in the plan of implementation has changed in several ways, Both programs were <br />restructured in 1995-96 with changes to their authorizations. Reclamation's program now <br />encourages open competition for all types of salinity control. The USDA salinity control program <br />was incorporated into a larger, national program (Enviroumental Quality Incentives Program <br />(EQIP)) with multiple purposes, <br /> <br />Although Reclamation projects may address any type of effective salinity control, many <br />Reclamation projects concentrate on improving the efficiency of irrigation delivery systems, while <br />the USDA program concentrates on improving on-fann systems, The two programs have purposely <br />been designed to be highly integrated, This has improved the overall performance of the combined <br />program beyond what either agency might have done individually, <br /> <br />4-3 <br />
