<br />002449 <br /> <br />" <br /> <br />CONSULTATION AND PUBLIC PARTICIPATION <br /> <br />Consideration as a watershed project was requested in March 1989. <br /> <br /> <br />A field review was made on March 22, 1989. It was found that significant irrigation <br /> <br /> <br />water management, water quality, and watershed protection treatment was needed. <br /> <br /> <br />The SCD and field office decided that detailed information collection would be the first <br /> <br /> <br />priority. Data on water quantity, quality, and practice needs were gathered. 90 percent <br /> <br /> <br />of the landowners expressed interest. Significant resource problems were found and <br /> <br /> <br />the sponsors made an application for PL-566 planning assistance on May 1, 1989. <br /> <br />The State Soil Conservation Board formally accepted the application on September 6, <br /> <br /> <br />1989. The Soil Conservation Service West National Technical Center (WNTC) made a <br /> <br /> <br />field reconnaissance October 25, 1989. They met with the irrigation company <br /> <br /> <br />personnel, field offices, and conservation district officials. It was decided further data <br /> <br /> <br />was needed to quantify the off-site effects from project action. A River Basin study <br /> <br /> <br />report was developed with the Highline Breaks area included. Water quality and <br /> <br /> <br />quantity aspects were studied. Also, the WNTC Environmental specialist assisted the <br /> <br /> <br />Colorado staff in how to develop a water quality plan for the project area in April 1993. <br /> <br />Patterson Hollow USDA Water Quality Hydrologic Unit area (HUA) proposal was <br /> <br /> <br />authorized funding in FY-1991. This project included the present watershed project <br /> <br /> <br />area. The HUA was enthusiastically accepted by the farmers in the area. It brought <br /> <br /> <br />momentum to moving the watershed project forward. On May 4, 1994, the west Otero <br /> <br />lU.~ <br />
