Western has the opportunity to file a petition for rehearing, and must, under the procedures, file a substitute rate in 120 days. **If feasibi1e, actual FY 1982 costs and revenues will be substituted for estimates in the FY 1981 study. This may modify the proposed rates sli9ht1y. A copy of any revisions in the FY 1981 studies will be supplied to interested parties as soon as they are available. The effective date for the proposed new rates is expected to be April 1, 1983. A comparison of the average annual costs in the studies that support the present rates (FY 1977 studies) and the proposed rates (FY 1981 studies) reveals the following: . Average annual costs FY 1977 Studies (1978-2046 ) $48 Mill ion FY1981 Studies (1978-2057) Difference $73 Million +$25 Million The $25 million increase in average annual costs is attributable to O&M (53%), power investments (16%), aid to participating projects (ll%), interest (10%), replacements (8%), and other (2%). The other costs consist primarily of energy purchases. 2
