<br />PREFACE <br /> <br />Early in 1967 Woodward-C1yde-Sherard and Associates, <br /> <br />" <br /> <br />o <br /> <br />Consulting Engineers in Denver, Colorado, were retained by <br />the state of Colorado to evaluate and report on the probable <br />impact of plans for the development of the "Closed Basin <br /> <br />Division, San Luis Valley Project, Colorado", as reported <br /> <br />by the U. S. Bureau of Reclamation in JUly, 1963. <br />In evaluating the project, Woodward-C1yde-Sherard not <br /> <br />only utilized their own staff of qualified engineers and <br /> <br /> <br />geologists, but also enlisted the assistance and talents of <br /> <br />C1yde-Cridd1e-Woodward of Salt Lake City; the U. S. Geo10gi- <br /> <br />ca1 Survey staff in A1amosa, Colorado; Mr. William Sweet, <br /> <br />, <br /> <br />Project Manager for the 1963 U.S.B.R. study; and other in- <br />terested and knowledgeable people,. <br /> <br />It is realized that this particular report is related <br /> <br />to the solution of an entire problem. Due to the fact that <br /> <br />many interests and individuals are involved, the straight <br /> <br />scientific approach, alone, is ineffectual. It is neces- <br /> <br />sary to also blend in a consideration of the personal at- <br />titudes and problems of the people of the area. <br /> <br />The project must primarily be evaluated against the <br /> <br />. <br /> <br />background of the Rio Grande Compact. When the Compact <br /> <br /> <br />was ratified by the state of Colorado it was thought that <br /> <br />it would provide a satisfactory solution of the re1ation- <br /> <br />ship of the Rio Grande to the citizens of Colorado, New <br />Mexico, Texas, and the Republic of Mexico.
