Since there <br /> <br />is insufficient precipitation to create any spillover the <br />surface divide, there is no outlet except by evapotranspira- <br />tion. Due to this fact, the ground water in the area of <br /> <br />the sump contains the highest salinity. <br /> <br />Irrigation <br /> <br />Irrigation has been practiced in the San Luis Basin <br /> <br />since 1847. Originally, sub-irrigation was practiced over <br /> <br />much of the low areas which resulted in their becoming water- <br /> <br />logged and saline. As a result, a plan for control of the <br /> <br />ground water with the necessary drainage works is urgently <br /> <br />needed over much of the marginal area. <br /> <br />Wildlife Refuges and Recreational Areas <br /> <br />Mishak Lakes and Alamosa Wildlife Refuge offer oppor- <br /> <br />tunities for recreational enhancement, as does the area around <br /> <br />San Luis Lake. <br /> <br />WATER SUPPLY AVAILABLE FOR SALVAGE <br /> <br />Existing physical conditions relating to the topography, <br /> <br />geology, ground water aquifers, surface and sub-surface in- <br /> <br />flow to the area, and the beneficial and non-beneficial con- <br /> <br />sumptive uses, indicate a current hydrological balance in <br /> <br />the Closed Basin. In order to maintain this balance, inflow <br /> <br />and outflow must be equal.
