<br />THE BOARD
<br />
<br />Statutory Responsibilities
<br />
<br />The Colorado River Board of California was
<br />created as a State agency by the Legislature
<br />under Chapter 838, Statures of 1937 (Sections
<br />12500 to 12533, State \Vater Code). It has the
<br />statutory responsibility of protecting the inter-
<br />ests of California, its agencies and citizens in the
<br />water and power resources of the Colorado
<br />River System. The Board is composcd of six
<br />members appointed by the Governor, each nomi-
<br />nated by one of the public agencies of California
<br />having established rights to the use of water or
<br />power from the Colorado River. These agencies
<br />are: Imperial Irrigation District, The Metropoli-
<br />tan \Vater Disrrict of Southcrn California, Citv
<br />of Los Angeles-Department of \Vater and
<br />Po\\.er, San Diego County \Vater Authority,
<br />Coaehel1a Val1ey County \Vater District, and
<br />Palo Verde Irrigation District. As the statutes
<br />provide, the Chairman of the Board, elected b~.
<br />the members, serves ex officio as Colorado River
<br />Commissioner of California.

<br />Sections 12528 through 12532 of the State
<br />\Vater Code state the duties of the Commissioner
<br />and Board as fol1ows:
<br />
<br />12528. The commissioner shall consult and ad-
<br />vise with the bO:Jrd in exercising the powers Jnd
<br />performing the duties enumer-ated in this chapter
<br />and make such repons :md recommendations as
<br />he deems proper or as the board requests, to the
<br />end that the rights and interests of the State, its
<br />agencies and citizens, in, to, and in respect of, the
<br />water of rhe Colorado River Svsrem ::md the use
<br />thereof J1lay be properly safeguarded :md pro-
<br />tccted.
<br />12529. The commissioner sh:J1l exercise on ue-
<br />half of the State e\'er.'. right and power granted
<br />to the State or to any representative of it by Sec-
<br />tion 16 of the act of Congre~s designated the
<br />"Boulder Can;.on Project Act."
<br />
<br />12530. The commiSSIOner shall investigate
<br />past, present, and potenti:li uses of the water of
<br />the Colorado Rh'er S\'stem within and without
<br />the State. .
<br />12531. The commissioner shall investigate, co-
<br />ordinate, collect, and preserve information, facts,
<br />and data hearing upon the claims of all States ,md
<br />of all public or pri\.;]te agencies within and with~
<br />our the State to and in respect of the water and
<br />the use of water of the Colorado River System.
<br />12532. The commissioner shall confer with
<br />representatives of other States in the Colorado
<br />River basin, representatives of the United States,
<br />and others concerning prohlems aod measures re-
<br />lating to the de\'e1opment of the Colorado Ri\'er
<br />basin, the use of the \\'Jter of the Colorado River
<br />System, and the protection of the interests therein
<br />of the State and of the United States, and shall
<br />negotiate respecting such problems :md measure!'
<br />and discuss the same and formulate and recom-
<br />mend to the Governor and the Legislature meas-
<br />ures, :lgreements, and legislation deemed for the
<br />benefit of the State and the United States.
<br />
<br />The water code requires that the Board head-
<br />quarters be in Los Angeles. Regular meetings
<br />are held monthly and special meetings upon call.
<br />The Attorney General is legal counsel to the
<br />Board.
<br />
<br />Personnel Changes
<br />
<br />There were no changes in the Board member-
<br />ship during the 1965-66 fiscal year. Raymond R.
<br />RUIllmonds was unanimously reelected Chair-
<br />man for 1966-67 at the special meeting of June
<br />29, 1966.
<br />On August 23, 1965, Myron B. Holburt left
<br />the firm of Leeds, Hill and Jewett, Inc., Con-
<br />sulting Engineers, to accept appointment as
<br />Principal Hydraulic Engineer of the Colorado
<br />River Board.
