There are about 16 miles of the <br />Federal highway system, about 30 miles of State roads, and 100 miles <br />of county and other roads subject to damage. A total of 21 highway <br />bridges, including 5 in the city of Pueblo, are located in the flood <br />plain. Approximately 40 miles of AT&SF, Missouri Pacific, and Denver <br />and Rio Grande railroads and 6 bridges are subject to inundation, scour, <br />and damage from debris. Power and telephone lines and appurtenant <br />structures such as switch yards are also subject, to flood damage. <br /> <br />" <br /> <br />72. Urban developments along the Arkansas River between Pueblo <br />and John Martin Dam are generally located above the flood plain. How- <br />ever, serious flood problems exist in the major municipalities of Pueblo, <br />La Junta, and Las Animas. <br /> <br />73. The city of Pueblo is provided a high degree of protection <br />from floods on Arkansas River, by the Barrier Dam-Pueblo Floodway proj- <br />ect constructed by local interests in 1925 and extended by the Corps <br />ox Engine.ersin 1952. An area of about 3 square miles containing <br />millions of dollars of commercial and industrial development is pro- <br />tected by the improvement. However, the city is subject to flooding <br />from Dry Creek and Fountain Creek, tributaries of the Arkansas from <br />the north. <br /> <br />74. The Arkansas River flood plain encompasses about 330 acres of <br />the urban and 'suburban area of La Junta located about 70 miles down- <br />stream from Pueblo. North La Junta, a suburban area on the north side <br />of the river, is the most vulnerable to flood damage. About 250 resi- <br />",dences ,a few neighborhood businesses, a school, and a church are <br />located in a frequently flooded portion of the flood plain. Most of <br />the commercial and urban developments are located on the south side <br />of the river in the city of La Junta. Although the area subject to <br />flooding from the Arkansas River in La Junta is smaller than in North <br />La Junta, it 'contains a larger number of commercial installations in- <br />cluding 10 business units and about 50 residences. La Junta also 'has <br />'a significant flood problem from King and Anderson Arroyos. <br /> <br />75. The area subject to flooding by the Arkansas River at Las <br />Animas includes about 740 acres or urban and suburban lands. Improve- <br />ments include about 1,050 residential units, 150 business units located <br />mostly in the main business district, schools, churches, public buildings, <br />and utility plants. Although the authorized Las Animas Local Protection <br />Project will provide a high degree of protection, the city is still <br />subject to inundation from infrequent large magnitude floods, All of <br />the city would be inundated by a flood of standard project magnitude, <br />except 10 to 15 blocks in the west-central section which would be <br />isolated. <br /> <br />76. NATURE OF FLOOD DAMAGES.- Principal losses from Arkansas <br />River floods upstream from John Martin Dam are the result of inundation, <br /> <br />27 <br />
