<br />a. GeneraZ.- The authorized Pueblo D~ and Reservoir on the
<br />Arkansas River would be operated to control.l.floO~~'to 5,900 c.f.s. down-
<br />stream ff.om Pueblo to John Martin Dam whereler P~,'ssible.! ,This disch,arge
<br />has been! determined to be the safe channel apacity below Pueblo Flood-
<br />way to John Martin Dam. The design flood, he June 1921 flood as it
<br />occurred, would be controlled with no relea es. This 'would require
<br />93,000 acre-feet of flood control storage. Control of the design flood
<br />,without releases being made from the reserv,ir would generally be re-
<br />quired because Pountain Creek would also be in flood stage when there
<br />would be large inflows into the reservoir. Fountain Creek enters the
<br />Arkansas, River just below Pueblo. Uncontro led flows in the Arkansas
<br />River be~ow Pueblo Dam would generally appr ach the safe channel capacity
<br />of 5,000: c.f.s. below Fountain Creek.

<br />when upstream reservoirs in the Fryingpan-Atkansas Project would be
<br />evacuated to provide storage for springrun~ff. The joint use pool
<br />would provide 66,000 acre-feet of joint: useistorage for the months of
<br />November','"thr,.ough March. The remaining 27'010 acre-feet of f,lO,O,d c.,..on-
<br />trol storage would be held inviolate for po sible winter floods. 'The
<br />conserva~ion water in the flood control poo would be released by'15
<br />April each year. Studies of runoff and rai fall records for the $ub-
<br />basin abo.! ve'Pueblo Dam indicate that major, flOOd producing rains d.' 0 not

<br />43.1 H~DROLOGIC FACILITIES.- Plood co trol regulations at P~eblo
<br />DamwiU: require stream gaging stations both upstream and downstream
<br />of the project. The existing stations on the Arkansas River at Portland
<br />and Pueblo will meet these requirements. 'r11e recording reservoir, gage
<br />and the Class A weather station, which willjbe provided by the BUreau
<br />of Reclamation, will be adequate for flood~ontrol regulation.' D~ta for
<br />forecast~ for flood control purposes will br obtained from existi~g
<br />facilitibs and facilities installed for othrr ~urposes of the pro?ect.
