The ^s~en ,reservoir shall be constructed and maintained on the <br />iioaring Fork .uv2r ahove the town of .'.spen, CDlorad~, rrith an active capacity <br />of about 28,000 acre-feet and wi th ~ reasonable eXJ:ectancy that it Hill fill <br />annually.
