No <br />streams are presumed to be dried up ~nd adequate streamflows for fish- <br />eries and environmental benefits wou~d be provided at points of diver- <br />sion. Some wetlands would be lost, but no estimate of the amount was <br />made due to the conceptual nature of the alternative. This ,alternative <br />would require substantially more site-specific information for imple- <br />mentation. State water planning would be a requirement since adverse <br />effects on junior water right holders and entities other than the Cities <br />and Denver could occur. The modification of storage and management of <br />Green Mountain Reservoir would require changes in Federal legislation <br />(FEIS Section 4.1.2, page 4-15). Th~ need for additional information <br />and planning would require additiona~ time and the alternative would <br />not meet the Cities short-term need for water. In my judgment, Alterna- <br />tive 5, as described here and in the FEIS, is less environmentally pre- <br />ferable than Alternative 6. Because the Forest Service does not have <br />the authority to require water right trades, and because there is no <br />indication that State water planning; will be conducted, Alternative 5 <br />was not selected. <br /> <br />VII. PUBLIC INVOLVEMENT <br /> <br />During the preparation of the Homestake Phase II EIS, the Forest Service <br />issued several public notices and attended or held numerous public meetings <br />dealing with the proposal. Section 6.1.1 (pages 6-1 to 6-5) of the FEIS <br />summarizes the specific public involvement activities. Eight public meet- <br />ings were held for scoping purposes prior! to December 10, 1981. <br /> <br />The following is a summary of publ'lc invo!lvement activities during the <br />preparation of the Draft and Final Environmental Impact Statements.
