" <br /> <br />Sparks specifically mentioned the Dolores, the Dallas Creek near <br />Montrose, the Fruitland Mesa near Crawford and the Savery-Pot Hook near <br />Craig in his proposal which asked that an injunction be filed to stop <br />the Central Arizona Project unless the Bureau of Reclamation has the <br />projects certified for construction by March 31 next year. <br /> <br />The five Colorado West p=ojects listed in the legislation (H.R. <br />3300) in 1968 in conjunction with lhe Central Arizona Project were the <br />DOlores, the Animas-La Plata, the San Miguel, the Dallas Creek and the <br />West Divide, which would be located in the Glenwood Springs area. <br /> <br />Former U.S. Rep. Wayne Aspinall, D-Colo., then chairman of the <br />House Insular Affairs Committee which was responsible for Bureau of <br />Reclamation work, made it clear in the legislation that the five proj- <br />ects would be completed at the same time as the Central Arizona Project. <br /> <br />However, Sparks pointed out last Friday in Montrose, the Central <br />Arizona is well underway, with millions of dollars already spent on it, <br />while the Colorado projects haven't even been started yet. <br /> <br />If the March 31 deadline isn't met, Sparks proposed, the Colorado <br />Water Conservation Board should go to court and resolve some questions <br />of relative obligations of all the Colorado River Basin states to share <br />their water with Mexico. This question has been the subject of dis- <br />cussion for decades. r~xico is now getting 350,000 acre-feet of water <br />that belongs to Colorado under 1922 and 1948 interstate compacts. <br /> <br />Sparks also proposed that the bureau stop raiding the Upper Colo- <br />.rado River Basin Fund by paying electric power interests in the Lower <br />Colorado River Basin to rr~ke up for power lost at the hydroelectric <br />pl~-I1t at Hoover Dam nea~ Les Vegas during the initial storage of water <br />in Lake Powell. He wants return of the money paid to the utilities <br />over the past decade. <br /> <br />Sparks also seeks firing of regional director Dave Crandall, move <br />the Upper Colorado River region office of the bureau and also the <br />Upper Colorado River Commission frc~ Salt Lake City to a city within <br />the Upper Colorado River Basin.
