McClure <br />Chairman, Committee on Energy <br />and Natural Resources <br />United States Senate <br />Washinston, DC 20510 <br /> <br />. <br /> <br />Dear Mr. Chairman: <br /> <br />Tbe Colorado River Basin Project Act of September 30, 1968 (Public <br />Law 90-537), authorized five projects for construction in tbe Upper <br />Colorado Basin. They are the Animas-La Plata Project, Dolores Project, <br />Dallas Creek Project, West Divide Project, and San Miguel Project. Tbat <br />act also established those projects as participating projects under tbe <br />Colorado River Storage Act (Public Law 84-485). Two of the projects-- <br />Dallas Creek and Dolores--are under construction; advance planning is <br />essentially cocplete on the Animas-La Plata Project, and advance planning <br />1s nearing completion on the West Divide and San Miguel Projects. <br /> <br />Based on current policies and procedures for planning water and rela~ed <br />land resources, our advance planning studies on the ~est Divide and <br />San Miguel Projects indicate that none of the alternatives studied are <br />economically justified. Since the projects are not economically justified, <br />we plan to discontinue the advance planning studies and prepare a conclud- <br />ing report on each project. These reports will be cocpleted in fiscal <br />year 1981. Our budget request for fiscal year 1982 does not recommend <br />funds for further studies on these projects. The concluding reports would <br />summarize all of the information collected to date. That data would then <br />be available for future use if one or both of the studies are resumed <br />because of changing conditions. <br /> <br />For your additional information, for each project we are enclosing a <br />summary of the situation, an analYSis of the authorizing legislation, and <br />a description of the project. <br /> <br />Sincerely yours, <br /> <br />rStdJ l\.
