The Project was authorized by the
Colorado River Storage Project Act of Aprllll, 1956 (P.L. 84-485).
. .

The Project includes the drainage are<a of the Upper Colorado River Basin, encompassing
parts of Wyoming, Utah, Colorado, Arizona, and New Mexico, which covers about one-
twelfth of the continental area of the United States. The storage units (Glen Canyon Dam,
Flamin: Gorge Dam, Navajo Dam, and the Wayne N. Aspinall Unit dams) equalize the
erratic flows of the Colorado River and its main tributaries. so that water delivery
commitments to the Lower Basin States---California, Arizona, and Nevada--can be met even
in years of low inflows. The remaining water in the Upper Basin can then serve the needs of
farmers, municipalities, and industries. Delivery of water to consumers in the Upper Basin is
accomplished through the participating projects.

The Colorado River Storage Project Act of Aprllll, 1956 (p.L. 84-485), states in Section 6
th3.t the Secretary of the Jnterior shall report to the Congress the status of revenues from, and
the cost of, constructing, operating, and maintaining the Colorado River Storage Project and
the participating projects.
