Though none of these interim arrangements brought complete <br /> <br /> <br />aatisfaction, they were reasonably aatisfactory in enabling beneficial <br /> <br /> <br />use of limited reservoir storage during the ye ars; of war and post-war <br /> <br /> <br />emergency. They also served a good purpose in high-lighting the <br /> <br /> <br />administrative difficulties; to be solved in a permanent compact. In <br /> <br /> <br />the final analysis, experience with the various interim operating <br /> <br /> <br />agreements developed clearly that differences of interpretation or <br /> <br /> <br />lack Of agreement among the State OffiCials, or among the water users, <br /> <br /> <br />ultimately brought the problem into the lap of the Corps of Engineers <br /> <br /> <br />whose District Engineer is charged vdth the responsibility of actual <br /> <br /> <br />operation of the John Martin Project. <br /> <br /> <br />Naturally enough, the opposing individuals and groups <br /> <br /> <br />affected by this long-standing dispute developed strong partisan <br /> <br /> <br />attitudes and convictions regarding their respective water rights. <br /> <br /> <br />The negotiation of the proposed compact against such a background of <br /> <br /> <br />controversy and litigation reflecta the broadmindedness and statesman- <br /> <br /> <br />ship of the participating commissioners. Their accomplishmentr is all <br /> <br /> <br />the mora significant in view of the fact that other western river <br /> <br /> <br />compacts have dealt generally ~~th relatively undeveloped streams <br /> <br /> <br />whereas extensive development and excessive appropriation of water, <br /> <br /> <br />with their attendant problems, already exist on the Arkansas River. <br /> <br />Section 4. LOCALITY AND HATERS INVOLVED <br />The waters involved in the proposed compact stem from a <br />watershed of approximately 25,000 square miles which is naturally <br /> <br />-6- <br />
