(b) Appointment, at the discretion of toe President, of

a representative of the United States as an ex-officio member and

chairman of the interstate administrative agency to be established

under Article VIII, and payment of compensation and expenses of such

representative if one be appointed.
(c) Cooperation and collaboratj,on on the part ,of Federal

agencies, viz., Geological Survey, Bureau of Reclamation and Corps of

Engineers, in stream gaging, silt surveys and other functions related

to administration under Article VIII.

The Federal expenditures incident to these obligations will

be quite small and certainly not inconsistent with the importance of

the Federal interests concerned with the administration of the

proposed compact.

Section 11. CONCLUSION AJ\~ REC01~[ENDATION

My overall appraisal of the proposed compact warrants the

firm conclusion that it is a fair, constructive and workable solution

to the Colorado-Kansas controversy while fully protecting the interests

of the United States in the waters of the Arkansas River. To make the

proposed compact effective I recommend unqualifiedly that it be

consented to by the Congress of the United Statea by appropriate

legislation embracing the provisions of ArUcle IX A.
