<br />(b) Appointment, at the discretion of toe President, of <br /> <br />a representative of the United States as an ex-officio member and <br /> <br />chairman of the interstate administrative agency to be established <br /> <br />under Article VIII, and payment of compensation and expenses of such <br /> <br />representative if one be appointed. <br />(c) Cooperation and collaboratj,on on the part ,of Federal <br /> <br />agencies, viz., Geological Survey, Bureau of Reclamation and Corps of <br /> <br />Engineers, in stream gaging, silt surveys and other functions related <br /> <br />to administration under Article VIII. <br /> <br />The Federal expenditures incident to these obligations will <br /> <br />be quite small and certainly not inconsistent with the importance of <br /> <br />the Federal interests concerned with the administration of the <br /> <br />proposed compact. <br /> <br />Section 11. CONCLUSION AJ\~ REC01~[ENDATION <br /> <br />My overall appraisal of the proposed compact warrants the <br /> <br />firm conclusion that it is a fair, constructive and workable solution <br /> <br />to the Colorado-Kansas controversy while fully protecting the interests <br /> <br />of the United States in the waters of the Arkansas River.
