Except for the <br /> <br /> <br />uncontrolled tributary inflows and return flows from irrigation <br /> <br /> <br />usage which come into the Arkansasmainstem below Caddoa, the operation <br /> <br /> <br />of the John Martin Project for water conservation purposes yull be the <br /> <br /> <br />controlling factor in regulating the nOV! of Vlater to Colorado <br /> <br /> <br />irrigation ditches below the dam site and to the Colorado-Kansas <br /> <br /> <br />Stateline. That operating function being vested in the Corps of <br /> <br /> <br />Engineers gives the United States an intimate interest and <br /> <br /> <br />inescapable responsibility in the administration of the proposed <br /> <br /> <br />compact. This significant fact has, been clearly recognized by the <br /> <br /> <br />Chief of Engineers in collaborating with the negotiating commissioners <br /> <br /> <br />in the drafting of the proposed compact. <br /> <br />Section 6.
