Expansion of Existing
Facilities
(Alternative II-D)

The expansion of Carter Lake and
Horsetooth Reservoir was evaluated
in this preliminary analysis. These
two reservoirs are part of the Color-
ado-Big Thompson Project operated
by the U.S. Bureau of Reclamation.
The present storage capacity of Carter
Lake is 112,000 acre-feet, and the
expansion of the reservoir could pro-
vide an additional 24,000 acre-feet
of storage. The present storage ca-
pacity of Horsetooth Reservoir is
143,000 acre-feet. This reservoir
could be expanded by an additional
42,000 acre-feet.

Supply

The average dependable municipal
water supply provided by the design
project would be 11,700 acre-feet.
The return flows from the municipal
use of the additional water would be
7.800 acre-feet annually. Agricul-
tural reuse of return flows four times
downstream would provide an addi-
tional 2,900 acre-feet of irrigation
water deliveries.

Costs

The 1980 cost estimate for construc-
tion of the design project is $41
million. The interest cost during con-
struction would be $17 million. The
annual costs have not heen estimated
for this alternative because the facil-
ities in question are now being oper-
ated and maintained.

Impacts

The investment required would total
$58 million in construction costs and
interest during construction. The net
economic benefit would be .$16 mil-
lion. The estimated impacts associ-
ated with fish and wildlife would
represent a moderate positive change
from existing conditions.
