<br />INTRODUCTION <br /> <br />Objective <br /> <br />The objective of the study is to iden- <br />tify, investigate, and evaluate the <br />alternative means by which the State <br />of Colorado can beneficially use <br />additional waters of the South Platte <br />River Basin to which it is entitled. <br />The study is a reconnaissance-level <br />assessment which is based upon ex- <br />isting data, technical reports, and <br />other readily available information. <br /> <br />Scope <br /> <br />The study area includes the natural <br />drainage basin of the South Platte <br />River in Colorado and the water <br />naturally arising therein. The study <br />is limited to examining water re- <br />sources development alternatives that <br />exist or could be constructed at or <br />downstream from the confluence of <br />the North Fork of the South Platte <br />River and the mains tern of the South <br />Platte River. That part of the Repub- <br />lican River Basin which is located <br />within the State of Colorado east of <br />and south of the South Platte River <br />Basin has also been included in the <br />study. <br /> <br />Conduct <br /> <br />The basin assessment study consists <br />of four major components: (1) stream- <br />flow analysis of the South Platte <br />River system: (2) selection of criteria <br />to measure economic and environ- <br />mental impacts; (3) description of a <br />set of water resources development <br />alternatives; and (4) evaluation and <br />comparison of the various alterna- <br />tives and their impacts. A preliminary <br />a"alysis of those four study compo- <br />nents was presented in an interim <br />report hy Woodward-Clyde Consul- <br />tants in August, 1981. <br /> <br />Public Participation <br /> <br />The Colorado Water Conservation <br />Hoard [CWCB) organized a panel of <br />advisors from representatives of re- <br />giooal entities who had expertise <br />relevant to this basinwide investiga- <br />tion. The panel was requested to <br />review and comment upon the interim <br />report, subsequent study activity, <br />and the final report. <br /> <br />The CWCB is distributing this sum- <br />mary report. The complete South <br />Platte River Basin Assessment Re- <br />port prepared hy Woodward-Clyde <br />Consultants is available upon request <br />at the CWCB offices in Denver. The <br />public is invited to comment on the <br />material contained in the study. <br />Phone or written comments received <br />prior to August 13 will be discussed <br />at the Colorado Water Conservation <br />Board's Denver meeting on August <br />16. The meeting will be open to the <br />public. Weaver Resource <br /> Associates, Inc. <br /> <br />Study Limitations <br /> <br />The South Platte River Basin Assess. <br />ment is based upon existing infor- <br />mation from which broad generali- <br />zations and assumptions were made <br />concerning the characteristics of the <br />water resources development alter- <br />natives under consideration. Speci- <br />fically. several aspects of the analyses <br />performed in the study assumed that <br />certain conditions or circumstances <br />would be identical for all water reo <br />sources development alternatives. <br /> <br />The study's evaluations cao be used <br />only to make relative comparisons <br />among water resources development <br />alternatives. The study does not pro- <br />vide information which can be used <br />to judge the ultimate feasibility of <br />any particular alternative or specific <br />project. Neither can the results of <br />the study be applied to a project if it <br />would serve purposes substantially <br />different from those to which this <br />study is addressed. <br />
