<br />The work that has been financed by these transferred funds has his-
<br />torically included not only studies made necessary or desirable by Bureau
<br />of Reclamation programs but those of the Corps of Engineers and other
<br />land development agencies outside of Interior. In recent years the cur~
<br />rent Comprehensive Type I and other special investigations have been
<br />supported by these funds.
<br />
<br />The allotment and expenditure history of the Missouri River Basin
<br />Project has been plotted in graph form on plate 1. The solid line rep-
<br />resents allotments and the dashed line indicates the annual expenditure
<br />picture. The comparative positions of the two lines point up certain
<br />instances in which monies allotted were carried over and expended in
<br />later years.

<br />Bureau of Reclamation
<br />
<br />Because the Missouri River Basin Project is basically one of land
<br />and water resources development and because the Bureau of Reclamation is
<br />Interior's engineering and construction organization for the reclamation
<br />of land, that agency has the prime burden for planning and constructing
<br />the water storage and distribution works. Other agencies of Interior
<br />investigate and plan for fish and wildlife, recreation, and other fea-
<br />tures of the development and their construction recommendations are in-
<br />corporated into unit plans; thus, the Bureau of Reclamation has become
<br />Interior's construction agency for the Missouri River Basin Project.
<br />
<br />The production of hydropower at Interior's water-control works also
<br />is a function of the Bureau of Reclamation, together with transmission
<br />line construction and the marketing of all Federal power produced by
<br />Missouri River Basin Project units.
<br />
<br />There has been considerable variance in the total value of the
<br />Bureau of Reclamation's construction over the years, as shown below:
