Resolutions

The Colorado River Water Users Association at its 1996
annual meeting, assembled to further the purposes of the
Association and of those millions of people who depend on
the Colorado River, resolves:

Resolution No. 97-1

ENDANGERED SPECIES ACT

The Endangered Species Act must save species from
extinction. Under the Endangered Species Act:

-Property rights and water rights must be recognized
and protected;
-Property owners must be fairly treated;
-Social and economic impacts must be minimized;
-Sound science must be used in listing of species and
designa'jon of critical habitat; and,
-There must be incentives to conserve rare and unique
species.

Endangered Species Act
(Resolution 97-1)

The Endangered Species Act shall be implemented.
reformed and reauthorized subject to the following:

I. Water:

a. No Federal Water Law: The Act does not, and shall
not, create federal water law or federal rights in
water.

The Act shall not be construed or used, to impair,
abrogate, supersede or amend:

(1) vested water rights granted by the respective
states for beneficial uses;
