<br />based upon the June 1995 analysis, is still being refined. The increase of
<br />$4,509,000 in total cost as compared to the FY 1996 Budget Justifications
<br />was due to indexing from October 1995 price levels to October 1996 price
<br />levels.

<br />beneficiaries. The La Plata Conservancy District, New Mexico, which will not receive water from
<br />the initial facilities, will execute its repayment contract at a later date.
