<br />Administrative Issues and Activities <br /> <br />District Board of Directors Appointments- Five board of director <br />positions are up for appoint this year; they include: Ralph Adkins-Pueblo <br />County; Denzel Goodwin-Fremont County; Tom Pointon-Bent County; David <br />Sarton-EI Paso County; and, Robert Schrader-EI Paso County. Applications <br />for appointment are due no later than March 19, 2002, <br /> <br />Ability to Pay Study/Repayment Analysis- Preliminary Repayment <br />Analysis shows that we will payoff the M&I portion of our repayment contract in <br />the year 2010, and the Ag portion in the year 2024. Making our repayment at <br />least eight years ahead of the 50-year repayment term. A draft "capacity to pay" <br />study was just complete and it shows that irrigators have "zero" capacity to pay, <br />Recall, that last time we received these results we negotiated a "willingness to <br />pay rate" for Project water--$7.00 per acre-foot. \ have proposed to Reclamation <br />that the $7.00 stay the same, Reclamation would like to discuss this issue and <br />other repayment issues. There is a hint that they may want to again discuss an <br />M&I "capacity to pay" concept that would lead to a higher Project water rate for <br />M&\ users. We will meet with Reclamation on these issues on February 25th. <br /> <br />O&M Quarterly Report-At the February board meeting Phil, Bob, and <br />Tom Musgrove will give the board a report on the last quarter's operation and <br />maintenance expenditures and achievements, <br /> <br />10. <br />
