Making our repayment at
least eight years ahead of the 50-year repayment term. A draft "capacity to pay"
study was just complete and it shows that irrigators have "zero" capacity to pay,
Recall, that last time we received these results we negotiated a "willingness to
pay rate" for Project water--$7.00 per acre-foot. \ have proposed to Reclamation
that the $7.00 stay the same, Reclamation would like to discuss this issue and
other repayment issues. There is a hint that they may want to again discuss an
M&I "capacity to pay" concept that would lead to a higher Project water rate for
M&\ users. We will meet with Reclamation on these issues on February 25th.

O&M Quarterly Report-At the February board meeting Phil, Bob, and
Tom Musgrove will give the board a report on the last quarter's operation and
maintenance expenditures and achievements,

10.
