<br />000645 <br /> <br />2002-General Manager's Report <br />January 18 through February 21--Update <br /> <br />--.-------------------....----------......------...-------------------.-.-.-....-----.....-. <br /> <br />Water Activitv Enterprise Re~ <br /> <br />Preferred Storage Options Plan Implementation Progress Report <br /> <br />PSOP Implementation Legislation- Senator Campbell has agreed to <br />sponsor our PSOP legislation in the U.S. Senate, We also met with Senator <br />Allard; he has indicated that he will co-sponsor the legislation, Obviously, that <br />was a very important step in our process to implement the PSOP, The hearings <br />are planned for March 20 in the House, the day before our March board meeting <br />(we may want to consider changing the date or allowing me to join by conference <br />call or video conference). Senate hearings may be scheduled that same week. <br />Our revised legislation will be re-introduced in the House, so the old bill number <br />H.R. 1714 will change, Just as things are moving forward on the legislation, the <br />River District has raised another issue. They want to change the terms of Section <br />12 of the legislation, which provided protection for the west slope against <br />additional trans-mountain diversion without their consent. <br /> <br />Lee Miller met with the River District and Colorado Springs to discuss the <br />issue but no resolution was reached. Staff of the River District is now in <br />Washington, D.C. discussing their concerns with the Colorado delegation, I've <br />also been on the phone with congressional staffers in D.C. I'm not sure how this <br />issue will affect our schedule, but I've told Larry Hojo, Congressman Hefley's <br />legislative director, that the legislation should stay on track for the March 20 <br />hearing, So far, he agrees, I'm not sure how Congressman Mcinnis' office will <br />deal with the issue. Although I did talk with Mcinnis' chief of staff and he said that <br />he would talk to the River District about the issue, Update: We have a <br />conference call scheduled with the River District on February 22 to further <br />discuss and hopefully address their concerns. <br /> <br />Members of the District board and I met with Bureau of Reclamation <br />(Reclamation) Commissioner John Keys at the Colorado Water Congress <br />Annual meeting in Northglenn. We discussed with the Commissioner our plans <br />for the implementation of our PSOP and the need for Reclamation's support of <br />our federal legislation. He was very supportive of our plans and said that there <br />were just one or two details that had to be worked out in the process of passing <br />the legislation, but that Reclamation was very supportive of the PSOP legislation. <br />Plans are in the works for a meeting with Bennett Raley, Assistant Secretary for <br />Water and Science, to gain Bush Administration support for the legislation. <br /> <br />With all this work in progress hopefully we'll be ready for the March <br />hearings, <br />
