<br />Yj <br />w <br /><:) <br />00 <br /> <br />II I PROGIWI OBJECTIVE <br /> <br />Building on the prior investigations of the salinity conditions in <br /> <br />the Basin, The Bureau of Reclamation initiated a Water Quality <br /> <br />Improvement Program in early 1971. The objective of the program <br /> <br />is to maintain salinity concentrations at or below levels presently <br /> <br />found in the lower main stem of the Colorado River. In implementing <br /> <br />this objective, the salinity problem will be treated as a basin-wide <br /> <br />problem, recognizing that salinity levels may rise until control <br /> <br />measures are made effective while the ~per basin continues to develop <br /> <br />its compact-apportioned waters. <br /> <br />In moving toward this objective, corollary activities will, to the <br /> <br />extent found feasible, encompass: <br /> <br />1. Stimulating improvements in management of water supplies <br /> <br />in water systems, <br /> <br />2. Coordinating and integrating implementation of salinity <br /> <br />control measures with basin-wide water resource manage- <br /> <br />ment plans, <br /> <br />3. Recommending institutional and legal arrangements essen- <br /> <br />tial for efficient and equitable accomplishment of salinity <br /> <br />control, <br /> <br />23 <br /> <br />
