-5-

has been prepared and will be introduced at the appropriate time.

However, since this project must be cleared by the Bureau of the
Budget, there is no assurance that authorization can be obtained during the
present session of the Congress. In any event, it is hoped to secure
clear~nce through the Bureau of the Budget in time to seek and obtain author-
ization early in the next session. In that event an effort will be made to
secure an initial appropriation to start construction during the fiscal year
beginning July 1, 1951. Authorization during the present session of Congress
would not make it possible to secure appropriations for construction prior to
the fiscal year beginning July 1, 1951.

The project is designed to provide supplemental water supplies for
18,340 acres of presently irrigated land and for 2,310 acres of new land.'
It will have an installed power capacity of 7,400 kilowatts; and it will
provide 10,300 acre feet of water for domestic use, for Grand Junction and
rural are~ in the vicinity thereof. The estimated project cost is $13,300,000.
The project consists of a reservoir with 30,000 acre feet capacity in the
Plateau Valley, a canal and pipe line carrying water to a point above Palisades
where the water is dropped to the valley floor.

The Collbran project report was submitted to the seven Colorado River
Basin States, pursuant to Section 1 of the 1944 Flood Control Act. Ninety
days, under this Act, were allowed for official comments of the States.
Arizona, New Mexico, Utah and i~Joming approved the project ~~d offered no ad-
verse comments to any feature of it, or to the proposed plan of repayment.
Nevada did not file any comments. C:clifornia, through its Department of
Public Works, neither approved not disapproved the project, but 'that State
attached to its official comments a memorandum of the Colorado River Board of
California. This memorandum stated an objection to the project because of
the use of the interest component of power revenues to aid in the repayment
of that part of the irrigation costs which are beyond the ability of the irri-
gation water users to repay.

The allocation of project costs and repayment theroof on this project
are as follows:

, Payment Net revenues
Cost; Period available in
Purpose Served Allocation (years) repayment period
Irrigation $3,987,000 50 $1,000,000
Municipal Use 2,742,000 60 4,733,000 (2)
Power 6,313,000 60 13,737,600 (3)
Fish & Wild Life 257,000 (1) ------
Total $13,299,000 $19,470,600 (4)

(1)
( 2)

Fish and 1qildlife allocation considered non-reimbursable.
BasEdon annual payment of $78,380, required to retire municipal allocation
in 60 years at 2 percent interest.

r~.~ fjlll)
'I....., (.
