The structural projects Water Rights Settlement, resulting in a beneficial
hydrology /water rights, water quality, embodied in the QSA that would help conserve impact to water rights. Increased salinity levels at
biological resuurces, cultural resources, land use, Colorado River water, such as lining the AAC and Imperial Dam would impact Tribal lands located
or hydroelectric power. the CoachelJa Canal, could lose $200 million in State along the Colorado River between Parker Dam and
funding and may not be implemented; therefore, Imperial Dam, but this increase falls within the
there may not be water available from canal lining normal range of fluctuations that occur along the
projects to facilitate implementation of the San Luis reach. In addition, this impact would be fully
Rey Indian Water Rights Settlement Act. mitigated by implementation of authorized salinity
control projects. Impacts to biological resources
would be avoided through implementalion of the
proposed biological conservation measures.
Regarding hydroelectric power, BIA presently has a
duty 10 supply energy to Indian tribes that cannot
acquire energy themselves. A reduction in
Headgate energy could impact BIA's ability to meet
new Tribal energy demands. Reclamalion has
concluded that the reduction in power produced at
Headgate as a result of the water transfers in not an
Indian Trust As~et, and Redamation does not
propose to mitigate or compensate for this reduced
opportunity to produce power.
TRIBAL RESOURCES
The lOP .:ould impact Tribal resources along the None. Proposed lOP: Impacts to cultural resources are to
lower Colorado River through impacts on be evaluated separately from this EIS. Regarding
hydrology /water rights, water quality, hydroelectric power, the lOP would have positive
biological resources, cultural resources, land use, impacts on power production during overrun years
or hydroelectric power. and negalive impacts during payback years. Power
production at Hoover, Davis, Parker, and Headgate
Rock Dams would be impacted.
No Forgiveness Alternalive: Impacts would be as
described for the proposed action.

t:'
"
"
"
~
5.
"
~
3
:!
"
~

tl
'"
-
cr.
I
-
"
~
"
~

N
<::>
<::>
N

?=
-
o
:-0
E
ii.
;>;l
"
;;;-
~
"
..
:i'
..
"
~
"

..
"
-
o.
~
"'
'"
-
cr.
