'v'"
.

Arkansas River Coordinating Committee
Page 2

"We will begin tabulating the information in July, So, we hope to complete our data gathering
by the end of June and encourage water owners who are interested in this project to obtain an information
packet and submit their responses by th~, end of June," Hamel said,
The subcommittee is specifically seeking expressions of interest and supporting information about
potentially available water supplies that could provide a minimum of 500 acre feet of annual diversion
and/or 250 acre-feet of consumptive use based on long-term historical use,
The ARCC will not be purchasing, leasing or negotiating for the purchase or lease of
particular water supplies. Rather, the database of available water supplies and inventory of potential
costs and impacts will be made available to well augmentation groups and to individual water users to
help them evaluate their options,
The 40-member ARCC includes representatives of Arkansas River Valley well owner groups,
surface water users, conservancy districts, county commissioners, municipalities and Department of
Natural Resources agencies, The committee was appointed by Governor Roy Romer in August 1994 to
address issues arising from the U,S. Supreme Court case, Kansas v. Colorado,
The committee has been meeting almost monthly in various locations in the valley and has formed
three subcommittees to address specific issues:
· Water Acquisition Subcommittee to examine organizational structures and water supply
sources for future augmentation efforts.
· Augmentation Subcommittee to examine methods to offset stateline depletions and prevent
injury to Colorado surface rights from out-of-priority well pumping,
· Recreation Subcommittee to, examine options for coordinating acquisition of water to
improve recreational opportunities and wildlife habitat at area reservoirs with the need for
additional well augmentation water supplies, specifically at the Great Plains, John Martin
and Trinidad Lake reservoirs,
The ARCC will formulate recommendations on these issues to submit to relevant state officials
who are charged with administering water rights and developing'the state's water resources.

###
