Ev:aluate all this human investment if you can, on an
expense voucher. The cost of doing what had to be done for the many--weigh it
against the cost of abuse and criticism of the few.

~,

'I

What price can be put on GOd-given waters? Can water be evaluated in dollars and
cents when there is none at the tap or headgate? This Board in its integrity of
purpose, experlence:a:n:d best water judgments has done what it had to do honestly
and openly. The Board has expended perhaps one hundred thousand dollars in de-
veloping waters for this Valley- - - perhaps more will be spent defending these same
waters.

i,l
"

The Board in its majority, offers no apologies or excuses in the duties performed
for the Fryingpan waters. We accepted the challenge without promise of personal
aggrandizement. Instead we see the rewards to all, far beyond our greatest expec-
tations. We will continue to always be alerted to the defense of the gains made. We
ask that all the peoples of this Valley determnie for themselves todays total cost for
their project, against the benefits tomorrow to their grandchildren. This Board
fully understands that a terriiic job remains to be done. There is never a timeout
or rest period in the water ,game. We ask the constructive help of all persons and
groups who will work for the water cause of Our Valley; In this troublesome time
it is only fair and just that all soiled linens be washed out with good clean water.
hung out to dry in bright sunshine in sight of all of the Citizens of this great Valley.
Then, they may judge and rightly so. the cost to benefit ratio of the waters of the
battle scarred. warped and bent but still water- holding old Fryingpan which still
contains the Golden Future of the Arkansas Valley in Colorado.

---0---

Mr ~ Beise advised the Board that a. hearing had just been concluded before Judge
Philip Cabibi in the District Court at Pueblo, the purpose of which was to obtain
from the Court its order and directive as to the extent of the District' 5 records
that would be open to public inspection. He stated that the evidence had been pre-
sented by both sides and that the court had advised that it desired written briefs
on the law and that it would be approximately six weeks before the last b~ief would
be filed and thereafter the Court would render its decision.

The meeting adjourned at 4: 15 p. m.

SECRETARY
