Task 4 is complete
except for documentation. The documentation of Task 4 is the subject of this memorandum. Task 6
and Task 7 have been initiated and use the modeling products of Task 4.

The objectives of this task were to develop methods for estimating virgin or baseline inflows at
various reservoir siles in the basin and to develop a model of the hydrology and water rights
administration of the basin. The hydrology, water rights administration and operations assumptions of
the USFWS HYDROSS studies were reviewed in detail. in developing the basin model, the effects of
existing projects and water rights were left in the gaged flow data set under the assumption that they will
be operated in the future as they have in the past. Effects of existing projects and water rights that may
be specifically operated in this study were removed. The water demand analysis (Task 2) is used in Task
4 to define water requirements which might be satisfied by these projects and rights.

Objectives of Task 4

:

>1

:~

O'~

An analysis of the Juniper-Cross Mountain water rights was also included in this task. Special
attention was given to identifying existing subordinations, evaluating the potential for transfer of rights
to other uses and evaluating the potential utility of the Juniper rights for protection of in stream flows.

:~
;"

'~{

'5~

..j

"

,,~.
{~~

i;.1

+-

,,;'.

',"t~~4..'-,~,'_.,

- _,I
1$ ~ ;,,;;11
