Accordingly, Steamboat Lake is operated in the model on a fill-and-spill basis. <br /> <br />Elkhead Reservoir <br /> <br />Elkhead Reservoir currently has two contracts for storage. Colorado Ute has a contract for <br />8,:110 af for use as a back-up cooling supply for (he Craig power generating facility. The remaining 5,390 <br />af is committed to the Colorado Division of Wildlife for recreational purposes. <br /> <br />The CDOW ownership is in the process of being purchased by the City of Craig. It was assumed <br />for purposes of this study that this transfer of ownership will be completed and that this storage will be <br />available to meet certain downstream demands. For' modeling purposes the minimum pool was defined <br />as the volume of the reservoir below the reservoir outlet works at elevation 6240.5 feel. Below this <br />elevation water is inaccessible except by pumping. This constraint is aS5umed to reduce the <br />CDOW jCraig ownership to 1668 af. The resulting allocation of active and inactive storage is as follows: <br /> <br />Minimum Pool <br />Municipal and Industrial <br />Colorado Ute <br /> <br />:>,722 af <br />1,668 af <br />8,:> 10 af <br /> <br />Total Capacity <br /> <br />1:>,700 af <br /> <br />There are no instream flow filings on Elkhead Creek below the reservoir and no known <br />minimum release requirements from the reservoir: In addition. there is no indication that Elkhead is <br />operated to avoid or reduce spring and summer spills through winter drawdowns. The outlet capacity <br />through Elkhead Dam is 165 cfs and there are no power generating facilities. <br /> <br />Several model runs includ~ the operation of an enlarged Elkhead Reservoir. This enlargement is <br />modeled in the Yampa River Basin Model by simply adding another target arc in the reservoir with the <br />capacity of the enlargelT'.ent increment: For example, in Scenario 3 of the series of model runs, Elkhead <br />is operated with an enlarged capacity of 52,000 ar and fourth storage target arc with a capacity of 38,300 <br />af was added. In addition, the outlet works capacity was increased from the existing 165 cfs to 250 cfs. <br /> <br />Protocol for Access to Storage Supplies <br /> <br />As currently modeled, M&I demands at Craig have access only to 5,390 af or Elkhead Reservoir <br />storage (existing size). M&1 demondsat Hayden and Steamboat have access to 4.000 af from Stagecoach <br />Reservoir. M&! demands at Steamboat and Hayden may also access the 4,000 af mixed use pool at <br />Stagecoach Reservoir if the M&I pool is empty <br /> <br />I <br />'I <br />dk.~ <br />
