Data obtained from the State Engineer's Office show that historical diversions by <br />the Maybell Canal average about 9,100 af per year. <br /> <br />Juniper Project <br /> <br />The Juniper dam site is in Juniper Canyon just upstream from the Maybell Canal. The water <br />rights for the Juniper Project are ,conditional and include both direct now and storage rights. The <br />principal storage right is for 844,264 af and the principal direct flow rights are for 1,550 cfs. all with a <br />priority date of 1954, A study, of the contemplated draft of the Juniper Project was undertaken by The <br />Nature Conservancy in 1989 (W.W. Wheeler, 1989) based on the results of the USfWS HYDROSS <br />modeling. This analysis estimated the project would have placed a call averaging 862.000 af per year on <br />the mainstem at Juniper Canyon, The components of this contemplated draft are shown in Table 4-4 <br />which also compares the contemplated draft with the average historical flow at Maybell. As can be seen <br />from Table 4-4, the Juniper Project could constrain the development of some new depletions upstream <br />of the project. <br /> <br />Because of the potentially large impact the project would have on upstream rights, the Colorado <br />River Water Conservation District (CRWCD) entered into no less than seven agreements subordinating <br />or otherwise conveying portions of the Juniper rights to upstream water users. Most of these <br />agreements stipulate that certain junior rights, principally reservoirs, would not be called out by the <br />project; E1khead, Steamboat Lake and Stagecoach reservoirs all, appear to be beneficiaries of one or <br />more of these specific subordinations, However, one of the agreements subordinates the Juniper rights <br />to '65,000 af of in-basin consumptive use under unspecified junior water rights. <br /> <br /> Table 4-4 <br /> Average Contemplated Draft of the Juniper Project <br /> and Historical Maybell Flow, cfs <br /> Contemplated <br /> Draft Historical <br /> lrrig.
