<br />000654 <br /> <br />'02 Budget Process- Phil Reynolds will discuss the details of the proposed <br />2002 Enterprise Budget as a part of the budget hearing set for 1 :00 p.m. at the <br />November 15 Board meeting. The most significant proposed changes in the 2002 <br />budget include: 1) establishment of an O&M Reserve Fund; 2) participation in the <br />administration of the Arkansas Valley Pilot Water Bank Program; 3) the <br />designation of $1 million for the development of the Arkansas Valley Conduit; <br />and, 4) costs associated with pursing the transfer of Project O&M responsibility to <br />the Enterprise (this item is speculative until we have a completed O&M transfer <br />study). <br /> <br />Phil is working on a set of criteria for the use of the O&M Reserve Fund and he <br />will present that to the Board later this year. We will also ask Reclamation to <br />provide their input on the use of the O&M Reserve Fund. <br /> <br />Attached for your consideration is a concept paper that outlines the Enterprise's <br />potential involvement in the Arkansas River Pilot Water Bank Program. Our rough <br />estimate is that it will cost the Enterprise about $25,000 to start-up the <br />administrative functions necessary for the operation of the Water Bank, The <br />Water Bank will not be up and running in time for the start of the 2002 water year. <br />We are going to ask the State Engineer's office to grant the Enterprise some <br />funds to help offset our costs. <br /> <br />As stated above, I've drafted a resolution concerning the delegation of funds for <br />the development of the Arkansas Valley Conduit Project. <br /> <br />Pending Issues/Studies/Report <br />1. Consideration and Approval of Enlargement MOAs and <br />Additional EWMS <br />3, Resolution in Support of Ark. Valley Conduit <br />4. Discussion of Concept Paper on a "Pueblo Flow Program" <br />5.
