<br />Parks - Herbst) signed and forwarded a memorandum (2/5/79) to the Special <br /> <br />Assistant to the Secretary, USDI - Denver, the Chairman of the MRBC, the <br /> <br />Director of the FWS, the Director of the USGS, and the Commissioner of the WPRS <br /> <br />which affirmed: <br /> <br />1. that the studies' overall policy direction would come from these <br /> <br />three USDI Assistant Secretaries, with leadership from Land and <br /> <br />. <br />~ <br /> <br />Water Resources; <br /> <br />2. <br /> <br />that the study would be conducted primarily through the efforts <br /> <br />t. <br /> <br />of the FWS, WPRS, and the USGS; and <br /> <br />3. <br /> <br />that the study would be coordinated closely at the field level <br /> <br />by a committee consisting of representatives from these three <br /> <br />Federal agencies, the States of Colorado, Nebraska, and Wyoming, <br /> <br />and co-chaired by the Special Assistant to the Secretary (USDI) <br /> <br />Denver, and the Chairman of the MRBC. <br /> <br />One of the first actions of this committee was to seek development of an <br /> <br />integrated work plan for the set of efforts comprising the study. This <br /> <br />document is the result of that action. <br /> <br />Purpose of Work Plan <br /> <br />The primary purpose of this document is to define what the study is to do, <br /> <br />~' <br /> <br />who will do it, and when it is to be accomplished. It describes the general <br /> <br />responsibilities of the Coordinating Committee, including the agencies and <br /> <br />~ <br /> <br />States which they represent. In this respect, this document will serve as a <br /> <br />guide throughout the study effort. <br /> <br />This work plan can be modified by action of the Coordinating Committee to <br /> <br />facilitate the timely and sound execution of the study. However, major changes <br /> <br />in the study, involving national water and related resource management policy, <br /> <br />require approval of the Assistant Secretary, Land and Water, USDI, in <br /> <br />-5- <br />
