nbJ'?7~

.

Draft:

Gunnison River Basin Water Management and Planning Project
Technical Subcommittee Meeting summa~y:

Location: Colorado Water Conservation Board offices, Denver

Date: September 24,1991

Attendees: Mike Gross, CRWCD
Eric Kuhn, CRWCD
Randy Seaholm, CWCB
Keith Kepler, CWRD,SEO
John Eckhardt, CWRD,SEO
Coll Stanton, USBR
John ozga, USBR

Agenda: No formal agenda was followed. A list of possible topics
for discussion was provided prior to the meeting (See Attachment
1). Meeting discussions touched to varying degrees on items
1,2,4,5,8, and 9 (with major focus on item 2).

summary of Meeting Discussions:

.

The CRWCD has recommended funding for streamgage installation
in the Gunnison Basin; Possible gaging sites identified during
discussions included:
East River (possibly at former "below Cement Creek" site)
Ohio Creek (above major diversions)
Satellite hookup at Tomichi Creek at Gunnison gage
Blue Mesa inflow/ comprehensive Aspinall Unit monitoring

John Eckhardt from the State Engineer's Office was on hand to
discuss his agency's Colorado River modeling efforts and to provide
input on considerations for Gunnison Basin planning model and
accounting spreadsheet development.

-- There was some discussion of irrigation depletion estimation to
be employed in spreadsheet development: initial discussions
focused on the development of a series of depletion curves based on
consideration of factors in addition to consumptive use (e.g., time
of year, priority of water right, crop types, etc.); depletion
estimation was seen as an evolving process to be refined as data
availability improved: utilization of GIS/remote sensing irrigated
acreage inventory sapabili ties were seen as being tied to the
effort;

Administration points, points of interest, and reservoirs to be
included in spreadsheet representation were identified and are
listed in Attachment 2.

.

Water right priority classes for each administration and point
of interest were defined, and are presented in Attachment 2.
