Review assumptions, input data, methodologies applied in development of natural
inflows for Phase 1 study; provide recommendations for areas of revision or refinement;
implement revisions agreed on following discussion with GJPO personnel.

Areas for review include:

--assumptions made in developing CRSS natural flow estimates for Gunnison River at
Crystal Dam station. (Flows used as base for developing natural flow estimates for
areas above Crystal Dam Similiar review of CRSS Gunnison River nr. Grand Junction
natural flow estimates should be done if considered for use in e>,:panding basin flow
coverage.

--review of consumptive use rates applied in developing natura] flow estimates; (Use
of 5-year consumptive use study results?)

--review of irrigated acreage estimates applied in Phase 1 work. ( Review with respect
to 1987 Upper Gunnison remote sensing irrigated acreage summary).

--review correlation work done for record extension in Phase 1 work

--review elevation-yield curves developed for Phase 1 (used in estimating yields for
ungaged areas)

--review methodology applied in determining monthly distribution patterns for ungaged
area yields

--review irrigation depletion accounting methodology used in natural flow development
(net depletions vs. diversions and returns)

--review problem areas identified in Phase 1 study (e.g., indication that supply and
demand conditions did not adequately represent observed shortages in the East River
basin)

3. Develope natural flows for additional sites if need is identified (e.g., sites required for
elevation-yield curve modification)

4. Extend period of record for selected sites developed in Phase 1 study through water
vear 1989.

5. Review existing GIS capabilities a\'aiJable for Gunnison Basin (USGS,USBR);
recommend applications relevant to completion of activities discussed above; implement
applica1ions as agreed to following discussion ,-,,'ith GJPO personnel

6.
