What plan is proposed to separate reservoir water from river water? 14. If the proposed plan does develop water, would it be classified as new and free water that belongs to the San Luis Valley or would it be compact water? 15. Isn't it generally understood that underground water, other than normal return flow, was never intended to go into the river and that diversions into the closed basin has been entirely decreed and/or reservoir water?
